Need a real expert for a tricky gas line issue, not a guesser

We're in the middle of a kitchen remodel and just found out the gas line for the new range needs to be moved, and apparently it's not a simple job because of where the main shutoff is and some old piping that might not be up to code. I've had two plumbers come out and both gave me completely different stories, one said it's no big deal and the other said it's a major project that needs permits and inspections. I don't know who to believe. At this point I just want an expert plumber in Palo Alto CA who actually knows the local codes and can tell me straight what's required without trying to upsell me on stuff I don't need. Has anyone dealt with gas line work during a remodel? How did you find someone you could trust? I'm tempted to just go with the guy who seemed more thorough but he's also more expensive and I'm already over budget. Any advice would help because I need to get this sorted before the cabinets arrive.
